Allow Voice Messages Added to General Control Table -- FA-10853

DESCRIPTION: A new "Allow voice messages" field has been added to the Messages table for Reminders to determine if an auto call should be made to patients who have opted in for phone messages. By default, the field is unchecked (i.e., set to "no"), and this setting will override the patient setting.
